Benchmarking Law Int 476, passed in the summer of 2010 requires all buildings over 50,000 square feet to measure and report their energy usage. This eight page law is one of the first that is part of the Greener Greater Buildings plan.

This report clearly lays out the problems and solutions to switching New York's dirty oil infrastructure to cleaner fuels. New York City has over 9,000 buildings that burn numbers 4 and 6 oil, the dirtiest hydrocarbons after coal.
